A draft is a post being worked on, by a person or by the agent. When it is complete and has its date (or "now"), Send to review moves it to Review, where an owner or admin presses Publish now or Approve and schedule. Needs fixes sends it back to Drafts with the note. Members and agents can only leave drafts and send them to review; the owner always publishes directly, and admins too unless the organization says otherwise. The Drafts page shows the two stages as tabs, the composer says where each post went, and all the publishing rules now live on one page: Team.
